RFP Description

The Vendor is required to provide short-term rental registration and tax software that complies software will enable effective registration, tracking, and taxation of short-term rental properties within the county.
- Aims to ensure compliance with local regulations, enhance the county's ability to gather data on and manage short-term rentals, and generate additional revenue through the proper collection of occupancy taxes.
- The software must include:
1. Registration Module:
• Allow property owners to register their short-term rental properties online.
• Enable property owners to provide all required information, including property addresses, owner details, contact information, and number of rentable units in the facility.
• Support document uploads for compliance verification (e.g., permits, insurance).
• Include a verification system to validate property details and owner identity.
2. Tax Calculation Module:
• Automatically calculate applicable occupancy taxes based on current rates defined by the county.
• Allow for dynamic updates to tax rates as mandated by local legislation or county decisions.
• Generate detailed tax reports that are easy to export for internal finance department use.
3. Compliance Monitoring:
• Provide features for ongoing monitoring of registered properties for compliance with local laws and regulations.
• Integrate with existing local government databases to ensure data accuracy and compliance.
• Facilitate notification systems for property owners about compliance requirements and deadlines.
4. User Experience:
• Intuitive, user-friendly interface for both property owners and county staff.
• Mobile compatibility for on-the-go access by property owners.
• Multilingual support to accommodate a diverse population.
5. Reporting and Analytics:
• Provide comprehensive reporting tools that allow the county to analyze registration trends, tax revenue, and compliance rates.
• Include customizable dashboards for easy visualization of key performance indicators (KPIs).
6. Data Integrity and Security:
• Ensure adherence to relevant data protection regulations (e.g., Agency Data Security & Privacy Laws).
• Implement robust data encryption and security protocols to safeguard personal information and sensitive data.
• Provide a disaster recovery plan to ensure business continuity in case of data loss.
7. Integration Capability:
• Ability to integrate with existing county finance and tax management systems.
• Support for API access to exchange data with third-party applications if necessary.
