The Vendor is required to provide target market cost estimating services for various construction projects include, but are not limited to, collecting and analyzing data to assess the time, money, materials, and labor required for design, construction, etc.
- cost estimating services on an as-needed basis to ensure they are accurately estimated, budgeted and funded.
- Provide independent opinion of probable construction cost at various milestones of the design lifecycle including, but not limited to, the following:
•Programming Phase
•Schematic Design Phase
•Design Development Phase
•Issue for Bid / 100% Construction Documents Phase
- Identify major areas of changes that may have affected cost estimates from one phase to another.
- Provide value engineering recommendations and recommendations on opportunities to reduce construction costs.
- industry cost indices, including but not limited to, location factors, historical factors, size factors, complexity factors, and escalation factors to reflect current local market conditions
- Provide on-screen and digitizer take-offs and pricing including escalation rates/factors.
- Coordinate with Designer of Record to develop pricing schedule for line item bids
- Provide estimates for conceptual plans, bulletins, solicitations and other related construction and operations activities.
- Provide order of magnitude estimates from scope narratives for planning purposes.
- Provide assessment costing tables to assist with long-term capital plan.
- Analyze bids, assess proposals, participate in negotiations, and support project coordination, preconstruction services and administration.
- Provide estimate reconciliation services.
- Provide accurate estimates including statistical analysis with respect to construction trends, material price changes, Leadership in Energy and Environmental Design ("LEED") requirements, environmental labor dispute and other influences in the marketplace.
- Provide the Schedule of Values ("SOV") from the above bid estimates and identify areas that might require increased project control efforts to mitigate front-end loading and over expenditures.
- Provide change order evaluation and claims management:
•Review contract documents, including shop drawings and shop drawing modifications, to verify that materials are correctly estimated in change orders; Conduct site visits as necessary to verify existing conditions.
•Prepare detailed cost estimates for change orders and support change order negotiations.
•Prepare detailed change order cost analysis, including establishing a fair and reasonable cost for authorized changes.
•Review, analyze completeness and issue findings for all supporting data for the change order file which should be provided by the requesting contractor, which includes pertinent contract drawing(s), specifications, shop drawings, site photos, contractor time and material tickets.
•Provide auditing and claims analysis services.
