The vendor is required to provide financial services for three utilities enterprises: potable water, recycled water, and wastewater.
- Financial model
• Modify existing financial models or develop new ones so that they are easy for staff to update and use to run scenarios.
• The modeling will be done in excel.
• Update the financial models with available actuals and FY 2025-26 budget.
• For financial planning, the city and district use excel-based financial rate models that calculate the annual rate revenue required to meet projected expenses.
• The consultant will update or develop new financial planning models for the water, recycled water and wastewater systems.
• The goal is to have financial planning models that are fully documented via technical memoranda, user guides or instruction worksheets in the excel files, and relatively simple to administer by city staff.
• The models should not require annual licensing fees and setup and updates from the consultant.
• The financial planning models should address the following requirements:
o Financial planning horizon of 10 or more years
o Automatically produced summary reports or dashboards
o Only requires the user to enter data in a single input worksheet to make changes and updates.
o Allows for growth factors and for one-time changes in any year
o Flexible enough to allow for change to rates or to provide different scenarios as requested by board members
• The models should include actual and budgeted expenses and revenues for operating, capital improvement program (CIP) projects, grants and loans, including debt service as well as fund ending balances.
• Provide draft financial models for city review and incorporate review comments in the final models.
