The Vendor is required to provide of certified public accountants to audit its financial statements for the fiscal year ending December 31, 2025, with the option of auditing its financial statements for each of the four subsequent fiscal years.
- Perform an independent audit and express an opinion on the fair presentation of the town's financial statements in conformity with generally accepted accounting principles (GAAP), including the Town's one component unit: authority.
- The audit shall be performed in accordance with generally accepted auditing standards as promulgated by the institute and applicable state and federal regulations.
- Participate in the annual audit planning session and establish a calendar, "prepared by client" (PBC) lists, staff assignments and work paper format.
- Review and report on material weaknesses in internal control and on non-material weaknesses in internal control, non-material violations in finance related legal and contractual provisions, and recommendations for financial and program management improvements discovered in the course of providing the service above, in the form of a letter to management.
- A preliminary draft of the management letter shall be prepared and presented to the finance director at the close of fieldwork.
- The audit personnel shall be available to the town staff for answering questions or advising the town on various accounting matters that may arise from time to time. A maximum of eight (8) hours per year shall be used as a basis for determining a cost for this time.
- The audit partner or other appropriate firm representative are required to present the management letter and financial report to town council members following the completion of the audit.
- Provide consultation and assistance to the finance director and all other authorized personnel, in the preparation of the town's financial statements, in conformity with generally accepted accounting principles.
