Financial Management Services

The Vendor is required to provide financial management services to the Department.
- The Department, in its role as the Local Governmental Unit (LGU), plans, develops, and oversees the behavioral health system of care (SOC) for people with mental health concerns, intellectual and developmental disabilities, and substance use disorders.
- Financial processes to monitor the state aid cycle from budget to claim and work with department accountant to finalize state close-out and provider reconciliation and recovery, while ensuring that submissions are timely and accurate.
- Work with department accountant to prepare and submit the required reports for federal medicaid cost reporting.
- Ensure maximization of state aid and federal medicaid cost administration reimbursement.
- Customize and implement financial tools and/or recommend process improvements to document and streamline financial responsibilities in support of department reporting requirements.
- Prepare reconciliation with documentation for any state aid advance payments (departments) that include withhold, recovery or recoupment of funding. 
- This should include identifying the specific agency funds that are being withheld from and confirming the specific reason for it. 
- This may require outreach to the state agency responsible for the reconciliation.
