The vendor is required to provide financial consulting services for include:
a. Fund structure and governance
• Recommend and establish the appropriate enterprise fund structure under state and local law.
• Develop governance policies, including reporting, oversight, and accountability measures.
• Define allowable revenue sources (user fees, intergovernmental transfers, debt financing, grants, etc.).
b. Financial planning
• Create financial models demonstrating long-term sustainability.
• Develop a revenue and expenditure forecasting framework (minimum 5–10 years).
• Recommend broadband service rate-setting methodologies for potential municipal operations.
• Advise on integration with city’s existing accounting and budgeting systems.
c. Legal and regulatory compliance
• Ensure compliance with municipal finance law, procurement rules, and broadband-related regulations.
• Provide sample policies for audits, fund transfers, and public reporting.
• Review applicability of state and federal grant requirements.
d. Operational framework
• Recommend organizational structure for fund management, including staffing needs.
• Advise on potential partnerships with private ISPs, utilities, or regional broadband authorities.
• Define performance metrics and reporting requirements for ongoing evaluation.
e. Stakeholder engagement
• Support city staff in engaging elected officials, residents, businesses, and regional partners.
• Prepare presentations and materials to communicate the fund’s purpose and benefits.
