Financial Advisory Services

The vendor is required to provide financial advisor to provide advice and assistance to the city.
- Requirement:
•    Gain a working understanding of the city’s financial picture. 
•    Work with the city’s bond counsel. 
•    Provide advice as to the most cost-effective financing programs and strategies. 
•    All financing shall be sold in accordance with local bond law. 
•    Advise as to refunding opportunities. 
•    Attend all document and working group meetings. 
•    Advise and evaluate innovative financing opportunities. 
•    Work with the underwriter to help recommend structures for each specific series of bonds being issued to minimize overall debt service costs. 
•    Assess current credit profile and access to capital markets. 
•    Work with the underwriter to assist in drafting and reviewing relevant bond documents, including, but not limited to, a preliminary official statement, a final official statement, and a supplemental bond resolution. 
•    Assist in structuring or restructuring a maturity schedule to meet the issue’s goals. 
•    Work with the underwriter to assist in the preparation of materials or presentations, discussions and meetings or other communications with rating agencies, insurers, credit enhancers and investors. 
•    Advise as to appropriate and advantageous methods of selling debt securities.
•    Coordinate printing and posting of preliminary and final official statements. 
•    Advise on the timing of the sale and issuance of the bonds. 
•    Prepare and maintain city debt profile (schedule of future debt payments by issue). 
•    Assist bond counsel with closing process. 
•    Identify investment opportunities that provide savings and improve the efficiency or execution of a transaction. 
•    Advise and assist with issuance of bonds through the new jersey environmental infrastructure trust programs. 
•    Coordinate with the verification agent.    
•    Collect and maintain costs-of-issuance information. 
•    Serve as disseminating agent for the city.
