Documentary Transfer Tax Enforcement Services

The Vendor is required to provide will utilize real property transfer taxes remittance data provided by the city from county along with databases of county property and real estate sales transactions, to research and identify potential transactions to audit for compliance with homelessness and housing solutions tax (HHST) remittance obligations.
- Provide the City with monthly reports documenting all transactions identified for HHST remittance conformity audit.
- The City, on occasion, may request ad hoc reports contingent on the information the City seeks relative to the administration of this revenue source.
- Provide the City with a report that identifies only the non-corporate amounts that potentially have been under collected.
- Provide a report that identifies transactions that have potentially resulted in an over collection.
- Provide the City with a three-category report in an easily importable format, such as, but not limited to, Microsoft Excel and Google Sheets, that includes, but is not limited to the following information.
- Provide Contractor with the County’s City Property Transfer Taxes remittance data on a monthly basis in an easily importable format, such as, but not limited to, Microsoft Excel.
- This analysis shall include, but is not limited to, supplementary checks of transfer jurisdiction against the Assessor’s roll data, as well as identifying instances where transactions may have occurred that transferred parcels in more than one (1) jurisdiction.
- Perform a comparative analysis of the remitted real property transfer taxes data against the sales transactions purchased from a real estate data service for accuracy of real property transfer taxes assignment.
