The Vendor is required to provide a comprehensive audit and evaluation of all existing metropolitan districts (metro districts) within city limits.
- Objectives
• Evaluate the financial condition and reporting practices of each metro district.
• Assess compliance with applicable state statutes, city ordinances, and service plans.
• Determine whether districts are delivering services and administering operations as outlined in their service plans.
• Recommend best practices for oversight, reporting, and public transparency.
- Review the most recent audit for each district to ensure that revenues collected for debt service or contractual obligations are being used for authorized purposes.
- Whether those mill levies are subject to adjustment due to changes in the method of calculating assessed value.
- Calculate the actual mill levy imposed by each district for collections in 2025.
