Procurement Equity Audit Services

The Vendor is required to provide to perform a procurement equity audit to assess procurement policies, procedures and controls for alignment with the District’s.
- Provide to requisition through payment for efficiency, transparency, and compliance. Identify risks, control weaknesses, and opportunities for cost savings or process improvements.
- Key Audit Areas:
•    Policy, Governance, and Compliance: Review the existence, adequacy, and enforcement of procurement policies and ethical standards. Assess compliance with purchasing thresholds, approval authorities, and segregation of duties to ensure transparency, integrity, and accountability.
•    Equity and Access: Evaluate how procurement policies, practices, and tools promote equitable access to resources across schools and departments, supporting the district’s “Every Learner Thrives” goal.
•    Vendor Selection and Management: Assess the fairness and transparency of vendor selection, bidding, and contracting processes, as well as how the district engages and tracks participation among small, local, and historically marginalized suppliers.
•    Operational Efficiency and Process Controls: Examine the procurement cycle—from requisition to payment—for efficiency, documentation accuracy, and process integrity, including risk mitigation and prevention of duplicate or fraudulent payments.
•    Technology, Data, and Reporting: Evaluate procurement system functionality, data integrity, user access controls, and reporting capabilities related to spend analysis, supplier performance, and compliance tracking.
•    Continuous Improvement and Stakeholder Engagement: Review mechanisms for feedback and continuous improvement, including staff training, accessibility of processes, and transparency of procurement decisions to internal and external stakeholders.
