Applicant Financial Reviews Services

The vendor required to provide applicant financial reviews services for incentives must meet the statutory requirement for at least one of the following types of tourism development projects:
•    Entertainment destination center project,
•    Lodging facility project
•    Theme restaurant destination attraction project or
•    Tourism attraction project.
- Provided by the applicant, collect and analyze additional information and perform relevant statistical analysis it determines necessary to determine if the proposed tourism development project:
•    Will attract the minimum required percent of out-of-state visitors; 
•    Will have costs in excess of the minimum amount required; 
•    Will have a net positive fiscal impact on the commonwealth considering, among other factors, the extent to which the proposed tourism development project will compete directly with existing tourism attractions or previously approved tourism development projects in the commonwealth and the amount by which increased tax revenues from the tourism development project will exceed the incentives given to the approved company at the maximum level of recovery of approved costs; 
•    Will produce sufficient revenues and public demand to be operating and open to the public for a minimum required number of days per year; 
•    Will not adversely affect existing employment in the commonwealth.
