Special Education Program Systems Auditing Services

The Vendor is required to provide a comprehensive department auditing solution.
- The District seeks auditing services for the Exceptional Learners (EL) department to ensure compliance with state and federal regulations.
- The District seeks an agency/vendor who can conduct a thorough review of special education and EL compliance, procedures, service delivery, and documentation practices
- Must be capable of providing:
•    Comprehensive audit of student records, including agency, evaluation reports, progress monitoring data, manifestation determination reviews, and prior written notices.
•    On-site observations of agency meetings, service delivery sessions, and special education classrooms
•    Review of district policies, procedures, and protocols for compliance with agency regulations and federal idea requirements
•    Analysis of timelines for initial evaluations, annual reviews, and reevaluations to ensure regulatory compliance
•    Evaluation of data tracking systems for monitoring compliance, service delivery, and student progress
•    Evaluation of data tracking systems for el identification, placement, program enrollment, progress monitoring, and exit criteria
•    Review of dispute resolution procedures, including mediation, impartial hearings, and state complaints
•    Examination of parent engagement strategies, culturally responsive communication, and language access services for EL/MLL families.
