RFP Description

The Vendor is required to provide to obtain the services of audit firms, hereafter referred to as “Auditor”, that have extensive experience in providing auditing services on revenue generating, management and consultant services contracts.
- For the audit of consultant services this can include design, engineering, and other capital improvement consulting contracts.
- Perform contract compliance audits, performance audits, financial statement audits, reports on Agreed-Upon Procedures, IT audits, and other auditing and attestation services on an as-needed basis. Other auditing services may include forensic and fraud audits.
- Each audit will focus on a specific set of revenue, management, or consulting contracts to be audited, and will require the Auditor to perform an initial risk assessment and provide an audit report at the end of the engagement.
- The Auditor shall complete the requested audit services within the agreed upon schedule.
- The Auditor’s services shall begin on the date specified in the engagement and shall be performed and completed within the specified time unless an extension of time is agreed to by the Aviation Contract Manager or designee in writing
- Ensure audit leads have at least five (5) years of experience in providing similar auditing services for entities operating within governmental regulatory frameworks, such as governmental agencies and/or airport authorities.
- The Auditor shall coordinate with the Aviation Contract Manager or designee to establish a plan for transitioning work to Auditor’s replacement personnel.
- Comply with all applicable professional standards, Federal, State, Local, and City Code and regulations related to agreed-upon procedures.
- Disclose any potential or actual conflicts of interest with entities to be audited within two (2) business days of the pre-audit engagement meeting.
- Hold a Debrief meeting within two weeks after completion of fieldwork to discuss preliminary audit results and resolve any outstanding questions and documentation.
- Immediately report, via email or phone, to the Aviation Contract Manager any issues/problems in obtaining the required information needed to complete the services based upon the agreed-up timelines.
- For revenue-generating contracts, this may include providing assurance that companies are accurately and timely reporting and remitting sales revenue, fees, and other payments in accordance with the contract under review.
