The Vendor is required to provide independent third-party buy America pre-award audit services and development of standardized, federal transit administration (FTA)-compliant vehicle specifications for ADA and transit rolling stock procurements.
- Pre-award buy America audit (per vehicle type)
• Buy America compliance verification, including review of manufacturer certification, verification of domestic content calculations, confirmation of final assembly location, and review of supporting documentation.
• Purchaser’s requirements certification review.
• Compliance verification or documented inapplicability determination.
• Performance of price analysis or cost analysis, as applicable, consistent with FTA third party contracting guidance, sufficient to support a documented fair-and-reasonable determination.
• Review of cost allocations and overhead rates based on defined documentation standards.
• Assessment of manufacturer financial capability.
• Preparation of all FTA-required pre-award certifications.
• Preparation of a written audit report suitable for FTA review, including methodology, documentation relied upon, analysis performed, and any exceptions identified.
