Audit Engagement Services

The Vendor is required to provide an independent certified public accounting firm, licensed to practice in the State external independent auditing services to the County for each fiscal year period of one (1) year.
- Express an opinion on the fairness with which financial statements present the County’s financial position of the governmental activities, the business-type activities, each major fund, and the aggregate remaining fund information and the respective changes in financial position and cash flows, where applicable, and the respective budgetary comparison in conformity with generally accepted accounting principles.
- The County requires a report of internal controls over financial reporting with an evaluation to be made of the system of internal controls, including the control environment, accounting systems and specific control procedures, to assess the extent to which the controls can be relied upon to ensure accurate information, to ensure compliance with the law and regulations, and to provide for efficient and effective operations.
- Perform a review of internal controls used in the computer environment to ensure (a) the proper development and implementation of applications, (b) the integrity of program and data files, (c) the completeness and accuracy of the accounting records, and (d) the integrity of computer operations.
- Report of Internal Controls over Financial Reporting - An evaluation is to be made of the system of internal controls, including the control environment, accounting systems and specific control procedures, to assess the extent to which the controls can be relied upon to ensure accurate information, to ensure compliance with the law and regulations, and to provide for efficient and effective operations. In order to assess the control risk, the proposer is to perform tests of controls and properly document its assessment.
- Significant deficiencies and material weaknesses shall be communicated as soon as identified and in writing in accordance with generally accepted auditing standards.
