- Objectives:
• Expand customer access to natural gas appliance purchases and customer-owned gas piping installations;
• Provide financing options suitable for a range of project sizes and customer credit profiles;
• Ensure compliance with all applicable federal, state, and local laws and regulations;
• Ensure all underwriting, servicing, and credit risk remains solely with the selected proposer(s); and
• Support agency customer service and market growth efforts without creating financial liability for the city.
- Financing Program. The proposer shall offer financing products for qualifying purchases and installations, which may include natural gas appliances and customer-owned gas piping projects. Proposers should describe available financing structures, eligible transaction sizes, repayment terms, promotional options, and any borrower qualifications or limitations. The City prefers financing solutions that can accommodate smaller appliance purchases as well as larger installation projects; however, proposers may recommend minimum and maximum loan amounts based on their standard programs.
- Application and Customer Access. The proposer shall provide a secure and efficient method for customers to apply for financing. Proposers shall describe the application process, expected approval turnaround times, required documentation, and available application channels, including online, mobile, telephone, or in-person support, as applicable. Proposers shall describe any available digital platform, portal, or integration capability that would assist agency staff or authorized contractors in facilitating customer access to financing.
- Loan Servicing and Customer Support. The proposer shall provide all billing, payment processing, account servicing, and customer support related to finance transactions. Proposers shall identify customer service availability, escalation procedures, and methods for resolving borrower inquiries or disputes.
