Professional and Operational Audit Services

The Vendor is required to provide for professional financial and operational audit services for association.
- The audit shall include an evaluation of internal controls and recommendations for improvements of accounting and related procedures.

- Events and activities produced by third-party promoters and operators through rentals of the facilities. Past and ongoing events and activities include concerts, festivals, trade shows, consumer expos, immersive experiences, equestrian competitions, animal shows, sporting events, fundraisers, and personal celebrations.
- Provide all qualified labor, materials and equipment to prepare Financial Audit Reports for fiscal years ending December 31, 2025, and, if District exercises the two (2) one-year renewal options, for fiscal years ending December 31, 2026, and December 31, 2027.
- The audits shall include an evaluation of internal controls and recommendations for improvements of accounting and related procedures.
- This requires that a study and evaluation of District’s system of internal controls shall be performed. Contractor shall perform testing of cash, investments, revenues, expenditures, payroll, accounts payable, long-term debt, and capital assets.
- The audit reports must state an opinion as to the fairness of presentation of District’s financial statements in conformity with GAAP.
- Year-Round Activities
• Concerts, festivals, and public events.
• Equestrian, agricultural, and community programs.
• Parking operations and related revenues.
• Third-party management agreements and licensing arrangements.
- Management Letter shall:
• Identify and describe each finding, including the condition, criteria, cause, and effect.
• Provide a risk assessment (high, medium, or low) for each finding.
• Offer specific, actionable recommendations for corrective action.
• Include a response section for management's written reply.
