Technical Advisory Support Services

The Vendor is required to provide for the provision of specialist technical advisory support to assist the department authority, with the implementation of tax cooperation frameworks and related competent authority obligations.
- This procurement is a companion procurement to a separately procured project management and business analysis support contract.
- The project support supplier will provide planning, coordination, documentation, reporting, process mapping and delivery control.
- Provide expert technical direction, review, challenge and assurance so that the project support activities are aligned with the relevant tax cooperation obligations and department operational requirements.
- The technical advisory supplier will provide expert direction on the substance of the tax cooperation frameworks and oversight of the technical integrity of implementation outputs.
- Prepare project documentation, decision logs, schedules, action trackers, and implementation plans based on agreed direction.
- Advice on translation of technical requirements into business processes, portal requirements, data and reporting expectations, stakeholder guidance, compliance workflows, testing scenarios and implementation milestones.
- Review and provide technical direction on outputs prepared by the separately procured project support supplier, including requirements documents, process maps, project plans, stakeholder materials, test plans, readiness checklists and closure documentation.
- Provide independent expert review of key implementation deliverables before approval, publication, operationalization, or escalation to governance bodies.
- Assessment of whether key outputs are technically coherent and sufficiently ready to support regulatory, operational, industry-facing and exchange-related milestones.
- Identification and explanation of technical risks, dependencies, assumptions and decisions required, suitable for incorporation into project and portfolio reporting.
