The Vendor is required to provide to perform pole attachment audit of approximately 12,500 city owned distribution poles.
- Firms may be selected to provide attachment survey services.
- Attachment Survey Services
• Identify and document each foreign (third-party) pole attachment by entity and attachment type.
• Verify attachment ownership based on labeling, physical characteristics, or city records.
• Maintain a detailed log of attachment types (e.g., cable, telephone, broadband, wireless).
• Identify unpermitted, untagged, or unauthorized attachments.
• Measure and record the height above ground of each foreign attachment.
• Note condition of each attachment and its compliance with applicable safety standards, including agnecy clearance checks when feasible.
• Prepare and deliver an attachment audit report by entity with pole ids, locations, and compliance findings.
• Provide permitting and enforcement support as needed:
• Assist utilities department in identifying non-compliant or unauthorized attaches.
• Provide documentation and support for city enforcement or notification actions.
- Pole Inventory & Data Management
• Collect detailed pole attributes: material, height, class, tags, installation year, crossarm configuration, pole-mounted equipment, guying hardware, and ground line treatment markers.
• Create a geospatial inventory of pole physical and asset characteristics.
• Integrate all collected data into a structured ESRI geodatabase.
• Evaluate horizontal and vertical clearance compliance at designated critical crossings.
• Deliver a centralized ESRI-based dashboard for internal tracking, remediation planning, and audit readiness.
- Pre-Survey Coordination
• Schedule and conduct a project kick-off meeting with Department and identified third-party attachers.
• Coordinate survey schedule with Department and stakeholders.
• Collect and review existing maps, tag identifies, pole records, and agreements
- Field Survey (Blended Activities)
• Identify and document foreign attachments.
• Maintain a detailed log of attachment types of attachers.
• Propose a detailed work plan and schedule for up to 30 weeks.
