The Vendor is required to provide comprehensive auditing, consulting, and appeal services relating to the district property value study.
- The goal is to ensure the District’s taxable values are accurately reported, valid, and that the District receives its maximum legal entitlement to state funding.
- Data analysis & audit: audit the preliminary findings of the comptroller’s agency. Review local appraisal district (cad) records, identifying clerical errors, undervalued properties, and improperly granted exemptions.
- Administrative appeals: prepare, file, and prosecute all necessary administrative appeals, protests, and requests for audits with the state comptroller’s property tax assistance division (PTAD).
- Representation: represent the district at informal hearings, formal hearings, and any necessary administrative review proceedings.
- Reporting: provide regular updates to the CFO, assistant superintendent for business & finance, tax assessor collector and/or superintendent regarding the status of appeals, potential financial impacts, and final determination of values.
- Litigation support: if administrative remedies fail and judicial review is recommended, provide legal representation or partner with the district’s legal counsel to pursue litigation in the state district court.
