The Vendor is required to provide comprehensive financial management, advisory, and operational support to establish relationships with one or more firms capable of delivering a wide range of financial services on an as-needed basis to supplement internal capacity, provide specialized expertise, and support both ongoing operations and strategic initiatives.
- Requirement:
1. Financial leadership and advisory support
• Act as an extension of the office
• Provide ad hoc analyses requested by the authority, with turnaround times based on scope and complexity
• Provide strategic financial analysis and recommendations
• Support budget development, monitoring, and reforecasting
• Assist with long-term financial planning and capital strategy
2. Accounting and financial operations
• Support general accounting functions and reconciliations
• Assist in preparation of financial statements and reports
• Support month-end and year-end closing processes
• Provide technical accounting guidance, including assistance with any applicable governmental standards and reporting (ex: government accounting standards board)
3. Audit, risk, and compliance
• Preparation and support for external audits
• Conduct internal audits and risk assessments
• Evaluate and strengthen internal control frameworks
• Ensure compliance with applicable federal, state, and local requirements
• Support grant compliance, reporting, and documentation
4. Payroll and related financial administration
• Provide payroll processing support or oversight
• Review and enhance payroll controls and compliance
• Support integration with HR and benefits systems
5. Financial systems and process improvement
• Assess and optimize financial systems and workflows
• Support enterprise resource planning implementation, upgrades, or integrations
• Develop reporting dashboards and data tools
• Identify and implement process efficiencies and automation
6. Special and as-needed projects
• Be responsive to and available on an “as needed” basis to confer with and provide recommendations to the authority
• Perform related tasks as reasonably needed to facilitate goals and objectives of the authority
• Interim or fractional financial management roles
• Financial due diligence and transactional support
• Development or revision of financial policies and procedures
• Procurement and vendor financial analysis.
