Independent Review and Analysis Services

The Vendor is required to provide law enforcement data analysis, criminal justice research, civil rights, public policy, or related fields to conduct an independent review and analysis of department contact card data and associated reporting practices.
- Provide the City with an independent, objective analysis of contact card data, related datasets, and associated reporting practices. The Contractor's primary responsibility shall be to evaluate and present findings supported by the available evidence.
- The City will separately evaluate any policy, operational, or programmatic actions that may be considered in response to the findings.
- The plan shall identify all data sources required for the analysis and include procedures for the secure handling of confidential and law enforcement-sensitive information.
- Shall develop a project management plan that includes a detailed timeline for all phases of the engagement, identifies key personnel, outlines data collection and review activities, establishes regular status meetings with the City, and provides milestones for draft and final deliverables.
- Shall identify all data sources utilized and evaluate the completeness, reliability, consistency, and limitations of each source.
- Shall also review relevant policies, procedures, reporting requirements, training materials, and operational practices related to contact card reporting and use.
- This should include justification as well as the added benefit of the additional workload and process in which it will be conducted.
- Provide justification for the recommended study period based on accepted analytical practices, data availability, and project objectives.
- Shall conduct an independent review of the methodologies used in prior analyses of contact card data, including any assumptions, statistical models, sampling techniques, and conclusions.
- Shall identify strengths, weaknesses, limitations, and potential alternative interpretations of the available data.
- Shall maintain analytical independence throughout the study. Conclusions shall be based solely on the data, methodologies, and evidence reviewed.
