The Vendor is required to provide finance and economics services e to perform a comprehensive, 16-week current-state assessment of department financial models, service rate structure, cost allocation methodology, and cost-transparency framework.
- Functional attribution:
• Build multi-division operational cost models for central and shared services, including technology, procurement, facilities, and energy, or similar shared services functions.
• Perform detailed financial model assessment, including indirect allocation, overhead modeling, and cost-recovery analysis.
• Conduct service catalog validation and map billing and chargeback data to services.
• Develop scenario forecasting models including baseline and improved-data trajectories.
• Produce defensible service rate methodology documentation.
• Public-sector cost-transparency expertise and rate modernization advisory.
• Demonstrate capability to integrate financial modeling with frameworks such as enterprise business management (EBM), technology business management (TBM), or similar enterprise cost-transparency methodologies.
• Conduct structured stakeholder interviews across department divisions and customer departments.
- Project example overviews with project dates demonstrating the following technical expertise and analytical capability (2 pages maximum per project overview):
• Multi-division and shared services operational cost models.
• Public-sector and higher education service rate modernization and cost-allocation methodologies.
• Cost-recovery engagements, rate methodology development, multi-line cost allocation models and forecasting frameworks.
• Operational and financial modeling, including cost allocation, indirect and overhead allocation, and rate derivation.
• Developing scenario-based forecasting models and multi-year financial projections.
• Enterprise cost-transparency frameworks such as EBM, TBM or equivalent, including service costing and consumption-based rate models.
• Conducting interviews and workshops across multiple divisions and customer departments, with examples of producing validated, consensus-driven rate recommendations.
