The Vendor is required to provide annual audit & tax services and related services for the fiscal years ending December 31, 2027, December 31, 2028, and December 31, 2029.
- Annual financial statement audit
• Audit of authority annual financial statements.
• Review of financial statement presentation and required note disclosures.
• Review of internal controls over financial reporting.
• Review of accounting treatment for HUD programs, affordable housing properties, development activity, component units, related entities, and restricted funds.
• Review of year-end audit schedules and supporting documentation.
• Communication of audit findings, deficiencies, significant deficiencies, material weaknesses, and recommendations.
• Preparation or review of required audit or reports.
• Presentation of audit results to authority management, governing bodies, county representatives, or other parties as requested.
• Coordination with authority finance staff throughout planning, fieldwork, reporting, and closeout.
• Coordination with program, property management, development, compliance, and other authority staff as needed.
- Single audit, federal compliance, and HUD voucher/moving to work expertise
• Housing choice voucher and project-based voucher accounting, reporting, and compliance.
• Moving to work financial activity, funding flexibility, reporting, reserves, and compliance requirements.
• Emergency housing voucher, mainstream voucher, VASH, FUP, FYI, NED, and other special-purpose voucher programs, as applicable.
• Voucher management system reporting and reconciliation.
• Hap revenue, hap expense, land lord hap payments, hap equity, restricted net position, HUD-held reserves, and related reconciliation items.
• Administrative fee revenue, expenses, reserves, allowable uses, and unrestricted net position.
• Program reserves and restricted and unrestricted classifications.
• HUD funding advances, offsets, short falls, year-end reconciliations, and other funding adjustments.
• Port-in and port-out activities, including related receivables, payables, and voucher accounting.
• Family self-sufficiency escrow accounting, as applicable.
• Financial reporting implications of MTW flexibility.
