The Vendor is required to provide financial advisor professional services to support the city’s debt management, capital financing, and related strategic planning for a three-year period.
- Requirement:
• Municipal market update, including interest rate trends and market conditions.
• Summary of the city’s outstanding debt portfolio, including debt profile and debt service schedules.
• Evaluate the city’s debt capacity, affordability, and repayment considerations.
• Analyze financing alternatives for capital projects, including pay-as-you-go financing, debt financing, public-private partnerships, grants, and other funding strategies
• Recommend revisions to the city’s debt management policy or other financial practices related to debt issuance, debt management, and capital financing.
• Advise the city regarding potential debt issuances, financing structures, timing, and financing alternatives prior to authorization of a financing transaction.
• Advice on regulatory developments, disclosure requirements, and other federal, state, and local requirements affecting municipal debt and financing activities, in coordination with bond counsel and other financing team members, as appropriate.
• Prepare financial analysis, modeling, forecasts, and recommendations to support strategic planning and long-term financial decision-making.
• Develop the financing schedule and transaction timelines.
• Advise on debt structure, sizing, timing, and method of sale.
