Development and Financial Consulting Services

The Vendor is required to provide development and financial consulting services for all phases of planning and development required for the development of specific properties to be determined by agency.
- These tasks include, but are not necessarily limited to, the following:
• Provide guidance in establishing the initial development concept and conducting predevelopment activities;
• Prepare initial pro-formas and budgets;
• Advise agency with regard to the impact of the mixed-income finance project on the operating budget and future cash flow;
• Assist agency in identifying and securing necessary funding sources to complete approved transactions to include the development of applications for low income housing tax credit; home investment partnerships program; united states department of housing and urban development; choice neighborhoods initiative; federal transit administration; and city of fort worth;
• Respond to requests from multiple entities regarding applications, community issues, financing vehicles, etc.;
• Assist with the selection of co-developers, general contractors, and other professional services as directed;
• Conduct property needs assessments as requested;
• Review proposed development budgets;
• The identification of cost, design, and other efficiencies at every stage of the project from financing through construction; including but not limited to construction management oversight and reporting as needed;
• Assist as directed with coordinating and managing project issues such as timeline, permitting, design, variances, zoning, etc. Before and during construction;
• Assist with the review of critical path schedules, periodic updates, material changes, budgets, financial accounting reports, and monthly reports for quality, progress, and cost of construction as approved projects move from conception to completion; and
• Perform and administer any and all other services and responsibilities of consultants which are set forth in any other provisions of the agreement, or other reasonable services as requested to be performed by agency.
