The vendor is required to provide that consulting services to update the architectural historic district guidelines for the old west end historic district and the river district local overlay districts.
- Vendor will be responsible for drafting comprehensive new guidelines for the districts that serve multiple purposes, including creating objective decision-making criteria for certificates of appropriateness, educating the public about historic districts, and promote compliance with the secretary.
- The guidelines will include information on the district(s) history, architecture, incentives, planning/permitting, and architectural elements/project types.
- The guidelines shall be a resource for city staff, property owners, builders, architects, and realtors. the document must include both verbal and graphic representations.
- Include expertise in historic preservation, urban planning, or related fields, with demonstrated experience in developing design guidelines.
- Consider factors such as technical approach, professional qualifications, understanding of the project, pricing, though cost will not be the sole determining factor.
