The Vendor is required to provide to support the implementation of a new brand architecture system for the State.
- Provide to modernize, unify, and elevate the identity of state government agencies while preserving division-specific needs and ensuring consistency across public-facing materials, digital platforms, and physical assets.
- The development of a comprehensive design toolkit, brand guidelines, implementation strategy, and optional division-level brand adaptation.
- Deliverables may include:
1. Brand design toolkit
• To include at a minimum: brand overview, creation of primary state icon, icon guidelines, color palette, typography, photography and visual style, graphic elements, voice and tone guidelines, application examples
2. Brand design standards
• Logo lock-up framework for different brand types (e.g., agency, divisions, public-facing programs, consumer facing, etc.)
• Usage guidance for official state symbols and icons (e.g., state seal, flag, etc.)
• Guidelines for adapting or creating individual agency or division logos
3. Implementation strategy
• Audit of existing brand assets and collateral across agencies
• Strategic and cost-effective recommendations for phased implementation
• Design decision making framework and other guidance for integrating the new system with minimal disruption and cost
4. Design guidelines & asset delivery
• Create approved visual system elements style & usage guidelines
• Inspirational examples and mockups
• Usage principles to ensure long-term consistency
• Comprehensive asset package for use across platforms and media
• Concise guidelines for internal use and training
5. Custom typeface development
• Multiple weights and styles
• Multilingual support (English, Spanish, and other languages if requested)
• Full IP ownership transfer to the state
6. Agency and division-level brand alignment (add-on option for individual agencies or divisions to select as needed)
• Concept development
• Visual identity refinement
• Agency or division-specific brand asset delivery
• Concise guidelines for internal use and training
7. Phases & timeline
• Vendors should propose a detailed schedule
• Each phase should include outlined timeline, activities, deliverables, number of revisions, and built-in checkpoints with relevant stakeholders
• Must accommodate multiple stakeholder presentations and iterative refinements
• Provide clear outline of any costs that are above and beyond the scope’s fees necessary to maintain the brand guidelines (i.e. trademarks, hosting, etc.)
