AI Code Assistant Proof of Concept Services

The vendor is required to provide AI code assistant service, that integrates seamlessly with agency developers' workstations to support the information technology branch (ITB).
- Service to accelerate the software delivery within the application development platform – third generation (adp3g). 
- The solution provider will provide specialized infrastructure, software and technical guidance aligned with industry best practices for the government.
- AI code assistant service will be based on a network-isolated and secure large language model (LLM) purpose-built for software development. 
- The AI code assistant service must implement the following capabilities:
•    LLM based on AI models trained exclusively on code with permissive licenses;
•    mitigating privacy, security, data sovereignty and compliance risks; and
•    mitigating copyright and copyleft violations.
- AI assistants integrate directly into the integrated developer environment, providing the following capabilities seamlessly and frictionlessly:
•    generate new code from scratch
•    contextually aware code completion
•    explain a piece of code
•    refactor code
•    generate documentation
•    find and fix code issues
•    generate unit tests
- AI tools such as chat GPT transform how developers write and understand code.
- AI assistants and chat GPT are AI-powered tools, but they have distinct purposes intended for different uses.
- AI assistants are purpose-built for code generation and completion, making them the recommended option for developers working on code.
- Tasks
•    Provisioning and supporting a network-isolated AI code assistant;
•    Provide best practice guidance representative and apply industry-best practices (private and public sector);
•    Support agency personnel with an onboarding methodology and technical approach; and
•    Provide documentation (not limited to the following) for future reference, such as:
o    User guides
o    FAQs
o    Troubleshooting guides
o    Installation guides,
o    Technical specifications,
o    Or related technical documents
•    Remove and securely delete all content from the platform at the conclusion of the contract and at the request of the agency. 
•    The secure destruction of the data must be conducted to prevent recovery.
•    Provide the technical authority with a certificate of destruction each time any data is destroyed.
