RFP Description

The vendor required to provide ai-enabled mobility intelligence platform to modernize parking and transportation operations, integrate LPR and campus systems, and deliver secure, data-driven mobility management.
- To implement a modern, integrated solution that advances beyond traditional, permit-centric parking systems and enables holistic mobility management. 
- The platform shall support university operations related to parking, transportation, enforcement, events, and emerging mobility services by leveraging real-time, historical, and predictive insights to improve access, resource allocation, and situational awareness.
- Platform which will integrate with license plate recognition (LPR), specifically, security desk on enforcement, and security systems, providing both operational visibility and analytical insight into vehicle activity, access validation, enforcement actions, imagery, and location data.
- Provide open, documented application programming interfaces (APIs) to support bidirectional integration with university and third-party systems, including but not limited to enterprise resource planning systems (panther soft), campus security platforms, authorized motor vehicle data sources, payment and mobility services, and external analytics or artificial intelligence platforms.
- Parking permits shall be treated as one access mechanism and one data input within a broader, interconnected mobility framework, rather than as the primary organizing function of the system. 
- The university seeks a solution that enables adaptive, interoperable, and intelligence-driven mobility operations capable of integrating diverse data sources, anticipating demand, optimizing access, and supporting informed decision-making across multiple user groups and operational contexts.
- Solution shall function as an integrated intelligence and operations layer, designed to support — but not replace — institutional judgment. 
- Final authority for policy, access, enforcement, and operational decisions shall remain with authorized university personnel
- The platform shall support the university’s long-term mobility strategy by:
•    Enhancing operational efficiency and situational awareness through ai-assisted insights
•    Enabling proactive and predictive management of access, demand, and mobility resources 
•    Supporting seamless integration with existing and future university systems through open, documented interfaces
•    Providing scalable, flexible capabilities that evolve with institutional needs, governance requirements, and fiscal stewardship.
