The Vendor is required to provide to ensuring that all citizens, including individuals with disabilities, can access and engage fully with its digital content, applications, and public information.

- Research and real-world implementation demonstrate that an AI-assisted approach to accessibility auditing, remediation, and verification can reduce costs by 50–80% compared to traditional fully manual methods, while maintaining or improving quality outcomes. 
- Accordingly, this RFP requires offerors to incorporate AI and automation tools as core components of their proposed solution, with human expertise focused where it delivers the most value: validation, complex judgment calls, and legal sign-off.
