The Vendor is required to provide an artificial intelligence (AI) enabled utility infrastructure data collection system that provides an end-to-end solution for GIS-ready utility system inventory and infrastructure data collection.
- The solution must also utilize georeferenced imagery and/or spatial capture technologies to accurately document poles, attachments, conductors, equipment, and related assets.

- Field Data Capture
• Ability to capture georeferenced imagery and/or spatial data of utility infrastructure including poles, conductors, transformers, attachments, equipment, and related assets.
• Description of capture method (e.g., vehicle-mounted, handheld, pole-mounted, hybrid).
• IR capability
• GNSS/GPS accuracy specifications (horizontal and vertical).
• Ability to operate safely in live distribution environments.
• Scalability across large service territories.
- Accuracy & Measurement
• Stated positional accuracy (e.g., cm-level, sub-meter).
o Include the methodology used to validate accuracy and whether results are independently verified.
• Height-of-Attachment (HOA) measurement capability.
• Clearance and spatial measurement functionality.
• Repeatability and QA/QC validation processes.
• Error tolerance definitions and confidence reporting.
AI / Automated Feature Extraction
• Automated detection and classification of poles, attachments, transformers, streetlights, guy wires, anchors, and vegetation conflicts (if applicable).
o Streetlight type and status (on/off)
o Grade severity of vegetation conflicts
• Attribute extraction capabilities including material, class, height, and attachment type.
• Ability to customize or retrain detection models.
• Disclosure of false positive and false negative rates (if available).
o If quantitative rates are unavailable, proposers shall describe how accuracy is monitored and improved over time.
- GIS & System Integration
• Supported export formats including Esri geodatabases, shapefiles, GeoJSON, LAZ, CSV, and XML.
• Compatibility with Esri ArcGIS Enterprise, ArcGIS Online, Utility Network model, and Enterprise Asset Management systems.
• API availability and documentation.
• Schema mapping support.
• Batch export and bulk update capabilities.
