The Vendor is required to provide for AI-assisted review of Permit applications, demonstrating that AI can evaluate applications against regulatory criteria, flag deficiencies with regulatory citations, and produce structured review summaries for permit writer consideration.
- A production implementation and deployment project for this system commenced in February 2026, on a 24-week implementation schedule.
- Commonwealth AI Tool Registry to pilot Claude Code, Anthropic's AI-powered coding assistant, for a defined subset of OIS developers.
- The pilot is designed to evaluate capability, establish governance guardrails, and demonstrate value before expanding AI-assisted coding access to additional agency staff.
- These active initiatives, taken in combination with assumed underlying IT and AI usage by staff across the agency create an immediate need for a structured AI strategic plan, governance framework, and workforce development program to ensure agency adopts AI responsibly, consistently, and in a manner that preserves the legal defensibility of its regulatory decisions.
- AI Strategic Plan to include:
• Identification and implementation of an AI toolset that would meet the needs of the agency. This toolset needs to either already be approved by agency for agency use, or the vendor will need to demonstrate the ability for solutions to obtain agency approval
• Establishing an operational governance framework
• Designing and delivery of a tiered AI workforce training program, specifically tailored to the implemented toolset that addresses the specific needs of each identified employee group. (Existing online training classes are acceptable)
• Design and Implementation of public-facing AI services which would be available on the agency public-facing website
• Development of a chat bot for agency public website to improve user experiences in finding information
• Implementation support - enabling agency to realize the benefits of AI while rigorously managing the associated risks.
