The Vendor is required to provide to develop a comprehensive, enterprise-wide Artificial Intelligence (AI) Strategic Roadmap.
- Consultant will provide strategic advisory services to establish governance structures, draft policy frameworks, assess organizational readiness, identify high-value use cases, and create a phased implementation strategy for AI adoption across County government.
- The consultant shall conduct a comprehensive assessment of the County’s technological infrastructure, data governance posture, cybersecurity maturity, procurement processes, and workforce capabilities.
- The assessment shall include stakeholder interviews, departmental workshops, system inventory review, and analysis of existing automation or analytics initiatives. The outcome shall identify strengths, gaps, risks, and readiness levels associated with enterprise AI adoption.
- The consultant shall develop a formal AI governance framework defining oversight roles, decisionmaking authority, project intake and approval processes, and accountability mechanisms.
- Recommendations shall include the formation of an Executive Steering Committee, an AI Advisory Council, and cross-functional workgroups responsible for policy oversight, risk review, and innovation coordination. Transparency measures and reporting standards shall be incorporated to maintain public trust.
- A comprehensive AI policy framework shall be drafted addressing authorized use, prohibited use, data privacy safeguards, cybersecurity requirements, ethical guardrails, transparency standards, human oversight expectations, and compliance with Florida public records laws.
- The consultant shall also recommend vendor compliance standards and monitoring procedures to ensure ongoing risk mitigation.
- The consultant shall facilitate structured ideation sessions to identify potential AI use cases across departments. A portfolio of at least fifteen (15) to twenty-five (25) candidate initiatives shall be evaluated based on feasibility, cost, complexity, risk, alignment with County priorities, and projected return on investment.
- The consultant shall prioritize five (5) to ten (10) near-term pilot initiatives and develop detailed business cases quantifying anticipated savings and service improvements.
- The consultant shall conduct a workforce skills assessment and develop a structured AI training and change management plan.
- The strategy shall include awareness-level education for general staff, literacy development for operational teams, technical upskilling for IT personnel, and executive-level briefings for leadership. Change management recommendations shall address communications, adoption support, and cultural readiness.
- A vendor-neutral market analysis shall be conducted to evaluate available AI platforms and service providers. The consultant shall provide procurement guidance, including risk evaluation criteria, buy versus-build considerations, and recommended contract provisions addressing liability, cybersecurity, intellectual property, and compliance obligations
