AI-Enabled Smart Surveillance and License Plate Recognition System

The Vendor is required to provide a fully integrated, AI-enabled smart surveillance and license plate recognition (LPR) system to support the county’s comprehensive litter elimination, abatement and reduction program (CLEAR).
- Despite this investment, many sites are re-impacted within hours of cleanup, reflecting a pattern of chronic dumping that reactive collection alone cannot address.
- Program goals:
• Deterrence. Deter littering and illegal dumping at known hotspot locations through visible surveillance presence and real-time active warnings that discourage violations before they occur.
• Evidence capture. Capture evidentiary-grade video footage and license plate data of sufficient quality and integrity to support the issuance of administrative civil citations in administrative proceedings.
• Enforcement efficiency. Enable efficient case management, evidence review, and citation issuance through a unified software dashboard that centralizes detection, review, and enforcement workflow in a single platform.
• Privacy and civil liberties protection. Protect the privacy and civil liberties of County residents through mandatory technical controls embedded in the system architecture, including automated field-of-view masking, prohibition on facial recognition, bystander redaction, and strict data retention limits.
• Scalability and cost sustainability. Establish a scalable, cost-sustainable enforcement model that reduces or eliminates the County’s dependence on resource-intensive reactive blitz operations and supports lasting behavioral change.

• A unified event queue displaying AI-flagged incidents with video thumbnail, timestamp, GPS pin, and LPR result.
• Video playback, frame advance, and clip export for evidentiary packages.
• One-click citation generation pre-populated with plate data, owner lookup results, incident date/time, and GPS location.
• A tamper-evident chain-of-custody log attributing all accesses, exports, edits, and actions to named users.
• Court- and hearing-ready evidence package export in PDF/ZIP format.
• Interactive GIS map with event heatmaps, integration with ESRI ArcGIS, hotspot scoring, and beforeand-after analysis.
• Role-based access control (RBAC) with MFA, SSO integration with County Active Directory/Azure
• AD, and full audit logging.
• Real-time push notifications and configurable alert thresholds, with integration into department dispatch.
- The AI/computer vision model(s) your system uses to detect active littering or illegal dumping from vehicles.
- AI model be retrained using footage captured in the County’s specific roadway environment.
