The vendor is required to provide of the property manager and provide comprehensive property management services including the management, supervision, labor, materials, supplies, and equipment required to ensure effective performance of operations, maintenance and repair services.
- The service requirements identified in this section are sought as a complete comprehensive requirement divided into two service groups: (i) routine monthly basic services; and (ii) supplemental time and material repair and replacement services.
- The required services under each service group are the minimum services the contractor shall provide in order to satisfy the contract requirements.
- The efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, and repair of all facility equipment and systems.
- Use innovation, technology and other means and methods to develop and perform the most efficient services for the building.
- Implement an effective quality control plan
- Implement an effective service call system that results in prompt, professional, and courteous resolution of the concern.
- The environmental impacts of work performed under this contract by using, to the maximum extent, environmentally sound practices, processes, and products.
- Provide training to their employees that will stress stewardship in maintenance practices (i.e., the proper use, disposal, recycling of chemicals, dispensing equipment, and packaging); at the request of the department, provide documentation that their employees are completing training in the core competences and participating in continual educational training.
- Provide support for security, telecommunication, and tenant building system support services including mechanical and electrical support for any level of environmental conditioning and power supply to the facility in which the security systems are housed.
- Maintain an operable fire alarm and sprinkler system (where applicable) to ensure occupant notification in the event of a fire incident; this includes establishing a fire watch utilizing contractor’s site personnel when systems fail and require one until the contractor provides proper system repairs.
- Maintain an operable agency system to provide seasonal comfort to occupants; this includes providing temporary heating or cooling solutions in the event of system failures.
- Maintain electrical switchgear and distribution systems to interior and exterior lighting, power fixtures, and outlets; this includes the replacement of light bulbs as needed.
- Maintain domestic hot and cold-water distributions and supply lines to be free of leaks.
- Maintain a free-flowing sanitary sewage system and sump pumps to prevent unexpected water damage, back-ups, and sump pump overflows.
- Building Operating Plan:
• Facility’s electrical, mechanical, and plumbing and water treatment systems, elevator and other equipment and operating procedures;
Predictive Maintenance methodologies, as applicable;
• Service call program and tenant environment;
• Hours of operation;
• Repairs, replacement items, and associated standards;
• Excess snow removal plan;
• Integrated Pest Management Plan;
• Locksmith services;
• Contingency Plan;
• Vandalism Remediation plan;
• Hazardous materials plan;
• Description of staffing, responsibilities, and schedule;
• List of key personnel along with complete contact information;
• Identification of appropriately licensed and certified technicians;
• Quality control program;
• Phase-in Transition Plan;
• Conceptual Phase-out Transition Plan; and
• Screening and Background Check Compliance Procedure.
- Develop and implement a preventive maintenance program to preserve the condition of the facility’s systems and equipment for the purpose of avoiding long-term damage and unnecessary costs.
