The vendor is required to provide structural and interior property maintenance for county and metro-owned vacant parcels, most of which are located in county.
1. Boarding of properties
• Material usage: contractor must assist with the boarding of properties using clear boarding (polycarbonate boards).
• In emergency cases where polycarbonate boards are not available at the time of the requested work, for example, emergency boarding and after-hours boardings.
• In such cases, plywood and other appropriate materials are approved on a temporary, forty-eight (48) hour basis.
• Polycarbonate boards should be used to replace the plywood at the earliest opportunity within the forty-eight (48) hour time period.
• Entry point security: boarding must be installed at all entry points, including, but not limited to, all unsecured doors, windows, crawl space entry points, sheds, garages, etc.
• Contractors are responsible for cutting and sizing each polycarbonate board to ensure a secure and tight fit on all unsecured doors, windows, and other entry points.
• Interior bracing using two-by-four (2x4) dimensional lumber is required to enhance security.
• The equipment used for cutting the boards should be suitable for the task.
• Board specifications are listed below:
o Size: ¼” x 48” x 96”
o Material: polycarbonate
2. Property maintenance
• Interior debris removal: this includes, but is not limited to, the removal and appropriate disposal of any debris found on the interior of the property and garage, such as: furniture, appliances, garbage, weapons, biohazardous materials, tires, and discarded construction materials, etc.
• Interior water removal: this includes the removal of standing water on the interior of the property such as flooded basements or cellars, toilet and sink overflow, burst water pipes, etc.
• Lock change and key replacement: this includes the removal and replacement of existing lock sets (deadbolts, doorknobs, and security locks), the installation of new hardware (e.g., hasp and padlock) and providing new set of keys (two (2) keys per property) to landbank staff member(s).
• Minor repairs: this includes, but is not limited to, installing tarp(s) on roof, gutter repairs, building entry door frames as needed, minor floor repair, minor construction as requested by landbank staff, etc.
• Smoke detectors: contactor(s) must perform an inspection of existing smoke detector(s) to ensure that they are in working condition.
• If smoke detector(s) are not present and not in working condition, a new smoke detector must be installed.
