Solar Asset Management and Optimization Services

The Vendor is required to provide solar optimization and preventative maintenance services through a qualified provide monitoring and alerting services along with annual preventative maintenance, inspections, and testing.
- Daily Monitoring of System Performance:
•    Perform continuous monitoring of the county's solar photovoltaic systems.
•    Operational status (inverter and system on/off) and performance alerts (actual versus expected performance) to be continuously monitored, with experienced technicians automatically receiving alerts of system anomalies.
•    Monitoring technicians must identify and respond to system alerts and provide updates to county's system administrator.
- Annual Performance Reports:
•    Provide Annual Performance Reports reflecting:
o    Expected vs. Actual system production (kWh)
o    System Availability
o    Recoverable Degradation
o    Performance Index
o    Operation and Maintenance Records
o    Safety, Accidents and Environmental Reporting
o    Proposal of Recommended Actions
- Annual Preventative Maintenance, Inspections, and Testing:
•    Array
o    Inspect PV modules for damage, discoloration or de-lamination
o    Inspect mounting system for damage or corrosion
•    Trackers
o    Inspect tracker components for damage or corrosion
o    Inspect tracker controllers for damage
o    Lubricate tracker motors and jackscrews
o    Verify proper operation and alignment
•    Inverter
o    Torque checks on critical electrical terminations
o    Clean all filters and fans
o    Inspect inverter pad and container
o    All other preventive maintenance required by warranty
•    Electrical Balance of System
o    Inspect ground braids, electrodes and conductors for damage
o    Perform thermo-graphic analysis of combiner boxes, inverters, transformers, and conductor connections to buses, breakers or disconnects
•    Site Conditions
o    Inspect drainage conditions
o    Inspect vegetation for array shading or fire hazards
o    Inspect safety conditions and proper signage
•    Maintenance Reporting
o    Record results of all inspections
o    Take photographs of any damage or defects identified
o    Inform County and warranty providers of all deficiencies identified
o    Provide County with recommendations for corrective actions.
