The vendor is required to provide municipal assessment services for include:
• A wide range of municipal assessment support services; and
• Assessor of record services.
- Responsibilities:
• Assessment services, including quadrennial revaluation services.
• Inspection services.
• Appeal services.
• Representation services.
• General advisory services, including replacement of CAMA system
1. Assessment service requirements
• Provision and assumption of all duties and responsibilities of an assessor required by any and all statutes in existence from time to time.
• Professional and expert advice, recommendations and work product to ensure equitable valuation of properties.
• Ensure of the accuracy of assessment models and verification of relevant assessment data, including building updated assessment models for implementation during the quadrennial revaluation cycle.
• Production and presentation of final assessments no later than march 31 of each year.
• Preparation of assessment data required by the agency for the purpose of conducting provincial assessment audits.
2. Inspection service requirements
• Inspection of any property which there has been a known physical change, a change in the permitted use prescribed by the city’s zoning bylaw or a subdivision or change to the property boundaries has taken place.
• Inspection of any property at the request of the property owner to collect information used to verify valuation calculation
3. Appeal service requirements
• Assessment review and appeal filing for any properties where the request is initiated by the taxpayer and deemed appealable.
• Enter into agreements to adjust assessments if and as appropriate where relevant data supports the adjustment.
