The vendor is required to provide retail property management services with the highest level of professionalism, skill, workmanship and applicable trade practices and shall conform to all applicable code and regulations, including landlord tenant laws and regulations.
a. Tenant management
• Becoming familiar with and maintain existing tenant lease agreements.
• Managing and enforcing lease terms and conditions with tenants.
• Maintaining continuous communication with the authority and assisting the authority,
• When requested, with the relocation of tenants.
• Responding to tenant related questions and trouble calls.
• Initiate legal proceedings for eviction for non-payment of rents.
• Provide periodic inspections of rental units or space; report monthly to authority on the inspection’s findings.
b. Property leasing
• Lease all commercial and residential vacant space
• Preparation of rental listing and advertisements of available space
• Review of rental applications, including screening of applicants for credit history and rental history.
c. Financial management
• Collecting and accounting for rents, deposits and all other related financial agreements.
• Provide complete financial accounting for the property, including a monthly profit and loss statement and an annual budget, in coordination with authority staff.
• Establishing, subject to authority approval, a segregated bank account (hereinafter referred to as the “operating expense account”) with a state bank, for the purposes of maintaining funds available from the receipt of rents and for the payment of routine and customary supplies, equipment, and services associated with managing, maintaining and repairing the property.
• Maintaining a log of all hours of work completed by all employees and subcontractors.
• Reviewing all bills received for services, work and supplies ordered in connection with maintaining the property and cause such bills to be paid from funds deposited in an operating expense account.
• Providing written monthly reports to authority within twenty (20) working days of the end of each month with the status of monthly rents and a description of services provided to the property, including management fee, systems and equipment, number of employees and subcontractors involved and the costs incurred.
• Set up separate escrow accounts for deposit of each tenant’s security deposit.
d. Building management
• Maintaining security and locking systems.
• Issuing keys to tenants.
• Provide a 24-hour contact for trouble or security calls.
• Assessing the conditions of the property and its systems.
• Maintaining the property including preventative maintenance on any building and equipment, causing routine repairs and incidental alterations of the building to be made, including, but not limited to, electrical, plumbing, steam fitting, carpentry, masonry, elevator and any other routine repairs and incidental alterations as may be required in the course of ordinary maintenance and care of the building.
• Employing or engaging all persons necessary to properly maintain and operate the building.
• Ensuring that maintenance and repairs are performed by trained and licensed technicians as applicable.
• Providing emergency services as needed on a twenty-four (24) hour, seven (7) days a week basis.
• Maintain the property in compliance with local code and meets the condition of providing decent, safe and sanitary housing.
