The Vendor is required to provide to advancing the maturity and effectiveness of its corporate asset management program to ensure that infrastructure decisions are data-driven, fiscally responsible, and aligned with community priorities.
- This project will build upon the Town’s 2025 Asset Management Plan, assessing progress to date, identifying gaps, and outlining actions to guide continuous advancement of the asset management program.
- Conduct a Maturity Assessment with all departments to assess current and target asset management maturity levels;
- Update and expand the State of Infrastructure (SOI) information to include asset inventory, condition, performance, risk, lifecycle outlooks, and develop a rehabilitation and replacement schedule designed to inform the Town’s capital planning process and annual budget development;
- Incorporate risk management and criticality assessment into asset management planning to prioritize investments, support lifecycle and capital planning decisions, and ensure alignment with service delivery, financial priorities, and Town objectives;
- Track and assess the Town’s progress toward achieving proposed Levels of Service (LOS), review supporting performance measures, identify any required adjustments to metrics, and recommend methods for continuous LOS monitoring and reporting;
- Develop a Monitoring and Improvement Plan with measurable actions, timelines, resourcing plan and responsibilities to enhance asset management practices;
- Identify gaps, barriers, and opportunities for improvement, including resources, process, and system constraints;
- Develop and document strategies to address impediments and advance the Town’s asset management capabilities;
- Establish key performance indicators (KPIs) and a clear roadmap to achieve target maturity levels, support long-term sustainability, and enable ongoing tracking and reporting;
- Facilitate interactive departmental workshops covering all project components (maturity assessment, risk, governance, SOI, LOS, and roadmap development) to validate data, confirm assumptions, and identify improvement opportunities;
- Strengthen links between asset management, financial planning, and service delivery outcomes; - Support transparent communication with Council through a clear, accessible, and visually engaging progress report.
- The Consultant will provide all necessary professional services - including but not limited to project management, stakeholder engagement, technical analysis, facilitation of workshops, preparation of supporting materials, and delivery of comprehensive, compliant, and high-quality Asset Management Planning Progress Update report and supporting tools.

- Maturity Assessment
• Designing and refining the maturity assessment framework and scoring criteria in collaboration with Town staff.
• Facilitating interactive workshops with each departmental portfolio to collaboratively assess current and target maturity levels.
• Collecting and validating evidence for each maturity criterion, such as policies, processes, reports, and systems.
• Consolidating results into a departmental and corporate-level maturity profile, highlighting strengths, weaknesses, and opportunities.
• Develop a Results Dashboard (heat map, radial graphs, bar charts, and other visual tools) to visualize the outcomes of the maturity assessment, illustrating both portfolio-specific and organization-wide maturity distributions,
• Preparing a summary analysis linking maturity levels to corporate objectives, governance structure, and service outcomes.
- State of Infrastructure (SOI)
• Reviewing and updating asset inventory, condition, age, replacement cost, and valuation information (in collaboration with departments).
• Updating and expanding the state of infrastructure information to include performance, risk, lifecycle outlooks, and developing a rehabilitation and replacement schedule and a summary of associated investment requirements to inform the town’s capital planning process and annual budget development (not a financing strategy update).
• Integrating asset condition data with tangible capital asset (TCA) reporting requirements for financial alignment.
• Summarizing the lifecycle outlook for each major asset class, including remaining useful life, backlog, and funding gaps.
• Identifying areas where data improvements are needed to strengthen evidence-based planning.
• Providing recommendations for data management and system integration improvements.
• Facilitating workshops with departmental teams to validate SOI data, discuss assumptions, and confirm alignment with service delivery and financial priorities.
