RFP Description

The Vendor is required to provide comprehensive traffic signal asset management plan and investment strategy.
- This initiative aims to enhance the management, maintenance and investment strategy of the City’s traffic signal assets, ensuring safety, efficiency, and optimal service life.
- Objectives:
•    Review all city provided existing data for city owned traffic signal assets. collect data where missing including field assessment, as-built plan reviews, work orders, service records, engineering department records, and other records.
•    Incorporate signal asset data into road soft management system.
•    Develop a condition assessment metric that aligns with national best practice and/or regional partners (i.e. county road commission) for traffic signal asset condition ratings.
•    Review city policies and infrastructure plans and incorporate relevant factors into an asset management strategy for inclusion in the overall transportation asset management plan.
•    Author and present an asset management plan.
•    Develop standard operating procedure documents and recommended frequencies for updating the plan including data collection.
- Document the dates when signal assets were improved or constructed, establishing a historical timeline for each signal asset.
- Develop condition rating metrics for use in the plan.
- Foresee the projected life cycle of each signal asset, taking into account factors such as wear and tear, technological obsolescence, or regulatory changes that may influence longevity.
- Assess the financial commitments associated with maintaining and improving current service levels for both signal and ITS assets.
- Provide an exhaustive list of both signal and intelligent transportation systems (ITS), i.e. signal communication, assets owned by the City. Provide clarity on the type of each asset, its age, condition, and end of life (EoL) for ITS assets.
