The Vendor is required to provide housing needs assessment study is to analyze the existing housing market within county, identify gaps in the market, recognize trends that may impact the housing market over time, and develop strategies to address the current and future needs throughout the county.
- Requirement:
1. Demographic review and projections
• The county’s comprehensive plan will be a good base for this information.
• Analysis of large local employers to determine the type of positions currently open and available and to be created in the future that will drive housing need.
• Based on market information, what are the current and future housing needs in our county
2. Inventory of existing housing stock
• Analysis of housing type, location, and availability in the region.
• Housing stock by age, type, value, and tenure
• Vacancy for rental and owner-occupied housing
• Units built, permitted and in development for market rate, affordable, and special and unique needs
• Relative to similar communities.
• Additional analysis as deemed necessary.
3. Market analysis:
• Property sales data
• Average market value by unit type
• Affordability by tenure
• Sales and turnover rate for all housing types
• Vacancy data for rental units
• Average rental rates by unit type
• Analysis of anticipated job growth, employment categories and wages, and unemployment rates
• Commute and employment data for residents of county and employees who work in county, including travel time and distance to jobs.
• Population changes will influence demand for housing type, cost, location and amenities
• Other market analysis tasks and data deemed necessary or useful by the consultant
4. Housing needs analysis and prioritization
• Identify areas suitable for future housing developments.
• Analysis of affordability and cost burden.
• Analysis of supply and demand gaps, and number of housing and rental units needed,
• Additional analysis as deemed necessary.
5. Project recommendations:
• Policy updates
• Comprehensive plan recommendations.
• Housing assistance programs.
