The Vendor is required to provide property management companies to submit operating budgets and management plans for the properties listed above as the current contracts for these properties expire.
- Requirement:
• Maintaining a comprehensive system of records, bookkeeping, inventory and accounts in accordance with HUD regulations, authority policies and procedures, and authority billing requirements.
• The system must have the capacity to produce monthly reports as required by authority.
• Maintaining all information pertaining to residents in elite, the enterprise database used by authority, which must include certifications, leasing activity, work orders, rent and other fee collections.
• Ensuring that the low-income housing tax credit properties are operated and maintained in compliance with all applicable requirements of sections 42 and 142 of the code and the tax credit restrictive covenants.
• Ensuring compliance with all applicable federal, state, and local laws and regulations, as well as applicable requirements of the bailey consent decree and authority policies and procedures.
• The applicable laws and regulations include but are not limited to, complying with requirements for reasonable accommodation requests, requirements regarding lead-based paint to include performing lead-dust testing at unit turnover and providing residents all required forms and materials pertaining to lead-based paint at leasing and re-certifications, as applicable.
• The results of the lead-dust tests shall be submitted to authority as they occur.
• Keep a record of all compliance activities, which will be subject to authority review at any time.
• Making, entering into, and managing contracts for extermination, snow removal, grounds keeping, and other necessary maintenance and repairs, including ordinary and extraordinary maintenance (outside routine maintenance; capital related).
• The management agent to enter into an extermination contract with a particular vendor, or alternatively the management agent may be required to use authority vendor to provide extermination services.
• Extermination are subject to approval by authority.
• Authority reserves the right to review and approve all third-party contracts.
• Performing annual preventive maintenance inspections of dwelling units and grounds.
• Perform 30- day management inspections for housekeeping during initial move-ins and perform management housekeeping inspections annually thereafter, including resident surveys regarding the need for any reasonable accommodation.
• Preparing, executing, and filing all forms, reports and returns required by applicable federal, state, and local laws in connection with employment of personnel.
• Securing compliance by the resident with terms and conditions of the lease, and take appropriate lease enforcement action, including, but not limited to, termination of tenancies in accordance with federal, state and local laws and regulations, and authority requirements.
