Municipal Code Compliance Field Assessment and Analysis Services

The Vendor is required to provide municipal code compliance field assessment and analysis services to identify observable conditions that may constitute potential violations of municipal codes, ordinances, development regulations, or other applicable standards.
1. Project initiation and planning
• Conduct a kickoff meeting with city staff to confirm project goals, expectations, communication protocols, and schedule.
• Develop and submit a project work plan detailing methodology, staffing, technology tools, field deployment strategy, data collection standards, mapping approach, and quality assurance and quality control (QA/QC) procedures.
• Coordinate with city departments to obtain background datasets, district boundaries, maps, existing code compliance information, and relevant planning materials.
2. Citywide field assessment
• Property maintenance and nuisance conditions
o Accumulated trash or debris
o Overgrown or unmaintained lots
o Junk vehicles or inoperable equipment
o Illegal dumping
o Graffiti or vandalism
• Structural and site conditions
o Unsafe or dilapidated structures
o Unsecured buildings
o Visible substandard housing conditions
o Accessory structures in disrepair
• Zoning, land use, and occupancy issues
o Apparent non-permitted land uses
o Outdoor storage inconsistent with zoning
o Potential illegal residential conversions
o Commercial and residential use conflicts observable from public rights-of-way
• Encroachments, easements, and right-of-way issues
o Fence encroachments into drainage easements, ditch rows, utility easements, greenbelts, hike-and-bike trails, or public rights-of-way
o Building or structural encroachments into regulated easements or drainage and ditch corridors
o Obstructions that may impede drainage flow, public access, or city maintenance activities
o Encroachments onto city-owned property, alleys, and other public-use areas each encroachment shall be recorded with precise location data, photos, and parcel reference.

o Standing water, potential vector conditions
o Potential environmental hazards observable from the public way
o Exterior sanitation issues
3. Data compilation and analysis
• Compile all collected field data into a structured dataset that includes locations, classifications, photographs, severity indicators, and relevant notes.
• Identify citywide patterns, geographic concentrations, and recurring compliance concerns.
• Produce a categorized issue index including volume, distribution, severity, and prevalence of each category.
• Analyze potential trends related to illegal encroachments along drainage easements, ditch rows, and rights of way.
4. Mapping and visualization
• Create citywide heat maps and spatial visualizations showing concentrations of identified issues. • prepare layers illustrating encroachments, environmental hazards, and structural and nuisance conditions.
• Provide GIS-ready files compatible with existing city systems.
• Ensure all datasets include metadata and adhere to city data standards.
