The Vendor is required to provide comprehensive organizational assessment of the department, including document review, stakeholder engagement, organizational and operational analysis, benchmarking, and development of recommendations.
- Project initiation and existing conditions review
• Kick-off meeting with city manager’s office and park and recreation director.
• Review departmental (including divisions) budgets, expenditures, and revenue sources.
• Review organizational structure, staffing levels, job descriptions, and organizational charts over the last five (5) years.
• Review strategic plans and operational priorities.
• Review the 2026 city recreational needs, satisfaction, and future priorities survey and survey results – open through May 25, 2026.
• Review available community survey data and related public engagement findings.
• Current and planned technology infrastructure for delivery of services.

o Alignment of leadership, management and supervision.
o Number of organizational levels and reporting procedures and supervisory ratios.
• Organizational structure review.
• Gap analysis matched to city’s existing resources.
• Assessment of funding opportunities and cost-recovery strategies to support existing and future programmatic and operational needs.
• Efficiency analysis.
• Review of internal and external communication systems and practices.
• Identification of duplicated or overlapping functions across the department.
