The Vendor is required to provide comprehensive assessment services for include:1. Project approach and methodology
• Review of federal, state, and local workforce development requirements, including act regulations and compliance standards
• Analysis of current mercer county workforce development board governance structure, roles, and responsibilities
• Evaluation of existing service delivery models, including partner agency coordination and program alignment
• Assessment of program performance outcomes and key performance indicators (KPIs)
• Review of existing workforce development plans, policies, procedures, and strategic documents
• Data analysis of act performance metrics, including but not limited to employment outcomes, credential attainment, and program participation rates
• Benchmarking against best practices from comparable workforce development systems in new jersey and other states
• Identification of gaps in service delivery, operational efficiency, and compliance.
2. Stakeholder engagement
• Interviews with workforce development board members
• Interviews with county staff and contracted service providers
• Engagement with employers, training providers, and community-based organizations
• Input sessions with program participants and workforce system stakeholders, as appropriate
• Documentation and synthesis of stakeholder feedback to inform findings and recommendations
3. Analysis and findings
• Develop an evaluation framework to assess workforce system effectiveness
• Identify strengths, weaknesses, opportunities, and challenges within the current system
• Assess compliance with applicable act and workforce development requirements
• Evaluate the effectiveness of service delivery pathways and participant outcomes
• Identify barriers to access and participation in workforce programs
• Provide data-supported findings and evidence-based conclusions
4. Recommendations and strategic planning
• Short-term, actionable recommendations to improve compliance, operational efficiency, and service delivery effectiveness
• Strategies to enhance coordination among workforce partners and stakeholders
• Recommendations to improve access to services for job seekers and employers
• Long-term modernization strategies for workforce service delivery systems
• Recommendations for the integration or enhancement of technology platforms and data systems
• Opportunities to improve performance tracking, reporting, and accountability.
