The vendor is required to provide music creation, recording, and production classes to groups of up to twelve (12) youth in confined settings.
- The treatment and programs include probation, home detention and monitoring, community service, victim restitution, and counseling.
- Some youth that may pose a risk to themselves or to public safety are placed in residential programs or detained pending appropriate placements.
- Youth will be continually monitored by department residential staff and video surveillance.
- Ensure the programming engages and teaches youth how to express themselves through writing music, playing instruments, recording beats, and producing music.
- The program shall challenge youth to consistently write and create positive music.
- Freestyle lyrics over beats are allowed as long as the lyrics are clean and do not contain any cursing.
- Provide sessions for youth with physical and/or mental disabilities as necessary.
- Utilize age-appropriate, challenging, and culturally sensitive instruction.
- Ensure that sessions accommodate the turnover of youth into and out of each facility.
- Acquire knowledge on writing music, creating beats, learning about the equipment, music production, and operating studio software.
- Learn new skills and to realize self-worth and fulfill their potential.
- Practice different techniques and skills.
- Discover their personal style and how to express themselves in different music mediums and music genres.
- The two (2) hour session times shall be between 11:00 a.m. to 7:00 p.m. local time as approved by the assistant superintendent or designee.
- The set-up and clean-up time is not included in session times.
- Programming provided cannot interrupt meal times.
- Call the facility to inform the assistant superintendent or designee of cancellation or delay of the session.
- Follow-up with an email to the assistant superintendent or designee and the contract monitor informing them of the cancellation or delay of session.
- Make arrangements to make up for the cancelled session or time loss due to delay.
- Provide all software and materials to facilitate the program such as but not limited to or all-inclusive of the following:
• MAC or PC to operate the software;
• Audio interface;
• Studio monitors;
• Studio playback speakers;
• Studio microphone;
• Studio software as listed;
• Sound proofing for mic and walls;
• At least three (3) pairs of headphones;
• Midi keyboard controller; and
• Any other equipment required to provide services.
