The Vendor is required to provide a Public Safety Answering Point (PSAP) responsible for receiving and dispatching emergency and non-emergency communications for police, fire, and emergency medical services.
- The City’s current operational environment includes a Computer Aided Dispatch (CAD) platform that must integrate with the proposed recording solution. The selected Vendor shall provide a system that ensures reliability, evidentiary integrity, regulatory compliance, and long-term scalability.
- Knowledge of Emergency Services/Public Safety operations and 9-1-1 Dispatch Center procedures/operations
- The system must reliably record, archive, retrieve, and manage:
• 911 emergency lines (NG911, digital, and VoIP)
• Administrative and non-emergency digital phone lines
• Project 25 (P25) radio communications
• Associated metadata and call detail records
• Computer Aided Dispatch (CAD) event data integration
- Objectives:
• Replace or upgrade the current recording infrastructure.
• Ensure continuous and redundant recording of all emergency communications.
• Provide synchronized, time-stamped recordings across all media.
• Support recording of P25 Phase I and Phase II trunked radio systems.
• Fully integrate with the City’s CAD platform for incident-based audio retrieval (preferred, but not mandatory).
• Ensure compliance with applicable federal, state, and local regulations.
- Applies to all 911 emergency lines handled by the PSAP, including:
• Legacy analog/TDM lines (wireline, wireless)
• VoIP/E911 trunks
• NG911 IP-based multimedia calls: voice, text, video, data
- Recording Contents Requirements
• Audio: Clear, time stamped tracking of call interactions
• Metadata: Caller ID, ANI/ALI data, precise location
• Text: Full transcripts of text-to-911 communications
• Video: Full-session capture, including inbound/outbound streams
• Supplemental Data: Attachments (e.g., photos, sensor data) linked to incidents
- Incident-Based Audio Association
• Automatically associate 911 calls, radio transmissions, and related communications with CAD incident numbers (optional).
• Capture and store CAD event identifiers alongside audio metadata.
- Real-Time Data Exchange
• Support real-time or near-real-time integration with versaterm athena.
• Utilize supported APIs, web services, message queues, or middleware as required.
• Vendor clearly defines integration methodology
- Capture and index the following CAD data (at minimum):
o Incident number
o Event type
o Unit identifiers
o Call disposition
o Location
o Call taker/dispatcher ID
o Timestamps (call received, dispatch, cleared).
