The vendor is required to provide that investment advisory services to extensive experience performing evaluations of defined pension plans including asset allocation analysis, risk mitigation strategies, manager selection evaluations, cost analysis, and drafting an effective investment policy.
- Appropriateness, adequacy, and effectiveness of investments and fund management,
- Evaluation and recommendations for improvements for the funds investment policies, procedures, and practices to ensure alignment with the long-term financial goals of the pension funds.
- The selected firm will be required to initially perform the following examinations:
• The overall structure and asset allocation of the investment portfolio.
• The overall performance and current/historical rate of return of the investment portfolio.
• Identify appropriate state and national benchmarking for asset allocation and investment performance.
• Identify areas of potential risk and propose risk mitigation strategies.
• The effectiveness of the current asset allocation strategy.
• The effectiveness of the current manager selection and their strategies.
• The adherence to investment policies and guidelines.
• The current fee structure and trading costs.
- The selected firm will be required to provide the following:
• Annual comprehensive review of all investment activities and any applicable recommendations deemed necessary for the success of the plan.
• Quarterly report of performance compared to selected benchmarks, along with the asset allocation, risk, and earnings.
• Annual presentation, up to twice a year, to city council, and ad hoc pension committee.
• Annual presentation, up to twice a year, to the plan’s board or their committees.
- To verify assumptions, gain a better understanding of how their plans work, and to receive the most up-to-date data.
- Collaboration requires commitment, flexibility, and accountability from each party to reach the set goals outlined above
- To maintain an open and honest communication with the team, and to proactively address potential issues while seeking constructive feedback to ensure that goals are met.
